Monitoring and Evaluation Senior Officer

Description and Requirement

The LIFT 2024-2028 Strategy builds on the achievements of LIFT's experience as well as recent adaptations and learning in the face of a changing and dynamic context. The new Strategy outlines an approach to tackle structural drivers of poverty and vulnerability, while also considering immediate interventions to secure and maintain Myanmar's previous development gains. LIFT has proven itself as a key delivery partner across Myanmar’s changing contexts – ranging from post-Nargis recovery, a time of political transition, and relief support during COVID-19. LIFT is managed by the United Nations Office for Projects Services (UNOPS) and has received funding from 16 international donors. The current donors are the United Kingdom, the European Union, Switzerland, Australia, the United States of America, Canada, New Zealand, Norway and Denmark.

Under the direct supervision of the M&E Senior Manager, the Monitoring and Evaluation Senior Officer will be responsible for:

 

Provide support in MEAL systems development at Programme/Thematic Level

  • Support the programme in the design and implementation of their MEAL systems at programme and project level including the development and adjustment of Theories of Change, evaluation and learning questions, programme MEAL plans/measurement frameworks and data collection and analysis processes.

 

Technical support and capacity building to partners in design and implementation of MEAL Systems

  • Conduct comprehensive and ongoing assessments of partners’ MEAL systems and identify areas for capacity development with a view to improving overall quality of data reported.

 

Support coordination of program level reviews, evaluation and other studies initiated to contribute towards overall evidence base

  • Support programme and project relevant monitoring and evaluation missions

 

Provide support to key level MEAL processes including household surveys, knowledge management and key learning initiatives

  • Support collection of quantitative and qualitative data collection and other related studies undertaken with a view to reporting on the logframe indicators

 

Contribute towards reporting (internal and external) and production of relevant publications

  • Review M&E reports from implementing partners focusing on data correctness, quality and analysis.

Requirements

Education

  • A Master’s Degree preferably in Social Sciences, Statistics, Development Studies, or other relevant subjects is required.
  • A combination of a Bachelor’s degree with an additional 2 years of relevant work experience may be accepted in lieu of a Master’s degree.
  • Additional studies in community development, M&E and/or research design and methodologies are desirable.

 

Experience

  • A minimum of two years of professional experience working with or being involved in M&E activities and processes with international development programmes is required.
  • Experience in quantitative and qualitative data analysis are required.
  • Experience in using computer software programmes, including EXCEL, SPSS, STATA, R, PowerBI, WORD and POWERPOINT is required. Skills in other software programs would be an added advantage.
  • Experience in data management, including the use and maintenance of databases would be an advantage.
  • Experience and technical background in one of the following thematic areas: nutrition, agriculture, decent work and labour migration and financial inclusion projects/programmes is preferred.
  • Previous involvement with, and good knowledge of UN, NGOs and civil society would be an advantage.
  • Experience in the usage of computers and office software packages (e.g. MS Office newer versions, Google Suite Applications) is required.

 

Language Skills

Fluency in Burmese and English language are required.
