Solidarités International is an international humanitarian organization which provides aid and assistance to victims of war or natural disaster. For almost 35 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects.


Solidarités International Myanmar has been working in Myanmar since 2008 with the agreement of the Ministry of Social Welfare, Relief and Resettlement.


SI’s current programs in Myanmar include:

Provision of life-saving and humanitarian assistance to families affected by violence in Rakhine State. This program is currently implemented in IDP camps, host and surroundings communities in Sittwe and Pauktaw Townships.

Emergency response to conflict-affected populations in Kachin State through an improved access to water, sanitation and hygiene as well as food security and livelihood activities.

Job Description

MISSION/OBJECTIVES

  • Under the supervision of the Deputy Supply Manager, the Supply Supervisor ensures, together with his/her line manager, that the purchasing process is implemented in accordance with Solidarités International (SI) procedures and Solidarités International (SI) donors’ guidelines. In addition, He/she should ensure the good coordination between the supply department and various SI departments such as the program teams and operational logistics department

MAIN TASKS
KNOWLEDGE AND MONITORING OF THE MARKET

  • Compile the data of the purchasing environment carried out by the Logistics Workers/Field Logistic Supervisors and take part in the purchasing environment analysis
  • Supervise the update of price lists and suppliers’ list

IMPLEMENTATION OF PURCHASING PROCESS

  • Establish and update the purchasing timelines, taking into consideration procurement tables, operation timelines and contextual and procedural logistical constraints with the support of his/her line manager
  • Receive, analyze, check and prioritize price requests and IOFs under the supervision of his/her line manager.
  • Ensure the analysis of quotes gathered by its logistics Workers/the Field Logistic Supervisors, the selection of the supplier, negotiation of prices deadlines and methods of delivery for purchases.
  • Ensure the IOFs and contracts’ writing under the supervision of the Line Manager, and follow up with suppliers
  • Supervise payment of purchases and service/work contracts under logistic department responsibility according to SI standards and procedures
  • Supervise the update of the IOF follow up, the purchasing files and supplier files’ archiving system as per SI procedures

COORDINATION WITH OTHER DEPARTMENT

  • Collaborate with Program and Activity Managers to facilitate their activities’ implementation
  • Collaborate with his/her Line Manager to implement a delivery planning of program purchase
  • Coordinate with the Storekeeper to ensure the purchases’ storage
  • Coordinate with both Field Logistic supervisors the purchases done in the field and the deliveries directly made from the suppliers to the field

TEAM MANAGEMENT AND REPORTING

  • Organize daily meeting with supply Logistics Workers and define supply department planning
  • Participate in the recruitment, evaluation process and training of the logistic supply team
  • Report on a weekly basis to his/her Line Manager (contract follow up, IOF follow up)
  • Take part to the weekly logistic meeting and report on a weekly basis to the his/her Line Manager (deliveries and purchases’ planning)
  • Identify the strengths and weaknesses of supply department and suggest improvements to the his/her Line Manager
  • Report to his/her Line Manager for the SI Monthly Log Pack and project reports according to donors’ requests (IOF-FU, contract FU, etc...)
  • Participate in the forecast of all logistic related expenses regarding the supply service
