Solidarités International is an international humanitarian organization which provides aid and assistance to victims of war or natural disaster. For almost 35 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects.


Solidarités International Myanmar has been working in Myanmar since 2008 with the agreement of the Ministry of Social Welfare, Relief and Resettlement.


SI’s current programs in Myanmar include:

Provision of life-saving and humanitarian assistance to families affected by violence in Rakhine State. This program is currently implemented in IDP camps, host and surroundings communities in Sittwe and Pauktaw Townships.

Emergency response to conflict-affected populations in Kachin State through an improved access to water, sanitation and hygiene as well as food security and livelihood activities.

Probation period : 3 months

Job Description

Mission/Objectives

  • The Hygiene Promotion, Communication Activity Manager is in charge of carrying out and accomplishing the objectives as defined in the operation proposals.
  • He/she is responsible for the supervision of the operational teams assigned to the HP, CwC.
  • He/she must ensure that the activities are well executed and deliver quality results, where appropriate, proposes adjustments or developments to ensure relevance.
  • He/she ensure the “communication with communities” strategy being a focal point regarding communication on operation, under the supervision of the Program Manager.
  • He/she will ensure support to the Wash teams on monitoring of activities and ensure that SOLIDARITES INTERNATIONAL recommendations and procedures are followed

Diagnostics and project conception

  • Participate in the preparation and implementation of diagnostics regarding Hygiene Promotion and Communication with Communities
  • Define the Hygiene Promotion strategy to implement by SI on the different camps and village and for the different profiles of beneficiaries
  • Define the Communication with Communities (CwC) strategy
  • Participate in the definition of unmet needs of beneficiaries and in the definition of potential complementary activities such as material distribution, livelihood needs, etc
  • Prepare the detailed methodology, workplan, trainings, activities and tools needed to implement the projects as defined and validated by Manager, as well as human, technical and financial resources definition

Implementation and operational follow-up

  • Plan the HP, CwC activities with the support of Administration and logistics departments according to the set objectives
  • Plan and supervise the implementation of the activities under his/her responsibility
  • Prepare Internal Order Forms (IOF) for adequate IEC materials, Hygiene kits (HK) distribution, HP activities and follow orders using the logistics service
  • Implement the activities in compliance with the annual operational strategy, SOLIDARITES International’s technical requirements and the donors criteria
  • Ensure that all the materials needed for HP activities are stocked in appropriate place in the field
  • Supervise the data collection and selection of beneficiaries at field level
  • Organize and supervise the distributions of hygiene items according to the latest household list
  • Participate in the development of the team’s capacity in regard to techniques or new methodologies, provide support and training to the HP team
  • Participate in the discussion process with field management committees and Solidarités International
  • Propose adjustments to programs if necessary to improve the quality and the positive effects of the project for beneficiaries
  • Anticipate difficulties in the carrying out of the activities and facilitate problem solving
  • Suggest new HP, CwC activities directions in accordance with context and indicators
  • Make sure the objectives for the activities under his/her responsibility are achieved
  • In cooperation with the administrative department, help draw up budgets for his/her activities, budget follow up and proposal budgets for the program parts

Capitalization 

  • Write the capitalization documents in accordance with SI tools
  • Ensure diffusion of SI technical documentation

HR Management 

  • Recruit the national technical staff for his/her activities
  • Welcome and brief new employees or volunteers working under his responsibility
  • Implement training activities in accordance with operational requirements and the identified training needs
  • Manage and support the team under his/her responsibility
  • Evaluate the performance of the members of his/her team(s) 
  • Make sure his/her team(s) follow the safety rules

Reporting/communication/representation 

  • Share with the appropriate authority any information on the security context and any event which may have consequences on SI activities and team safety
  • Supervise the data collection relative to assigned activities
  • Monitor and report on HP related activities and have a critical analysis of SI activities on the field
  • Regular use and update of SI follow-up tools (APU-IC, OFU, etc.)
  • Write regular reports concerning the progress of the activities under his/her responsibility
  • Write reports and annexes concerning his/her activities for donor reports and/or amendment 
  • Ensure compliance with reporting deadlines and guidelines
  • Communicate with his/her team concerning the progress and results of their activities
  • Maintain a local operational communication network and positive relations with the local/governmental authorities, donor representatives, UN and other international agencies in cooperation with the program manager and Program Coordinator
  • Represent SI on request and/or delegation
  • Write the administrative documents to be signed (MOU, handover…) jointly with governmental authorities, communities or partners

Requirements

Personal abilities 

  • Good level in both written and spoken English and Rakhine or Myanmar language
  • Strong communication skill
  • Very good reporting skills
  • Flexible, reactive, trustful and calm under pressure
  • Autonomous and dynamic
  •  Creativity

Technical competences 

  • Good team management and team building
  • Very good ability to plan and organize project activities
  • Advanced planning, coordination, assessment, analytical skills
  • Technical understanding of public health (Bachelor of Community Health degree holders are preferable)
  • Experience in monitoring, evaluation and learning review
  • Excellent computer skill with MS words, MS Excel
  • Minimum 2 years in NGO/INGO Fields
